Richard M. Halket is currently President of the Board. His current term expires in November 2012. Halket has served on the Board since 2004 and was President in 2008. He is a Certified Public Accountant. Previously he spent 10 years in the enterprise software industry and 10 years in hydrogeology consulting. President Halket received a Bachelor of Science in geology from Stanford University and a Master of Science in hydrogeology from Washington State University.

Dawn L. Benson was elected to the Board in November 2010 to a term that expires in November 2014. Benson has more than 16 years of experience in small and large water agencies, providing services in finance, business operations, customer service, project management, and water conservation. Currently, she is an Executive Assistant for a large Bay Area water and wastewater agency. Previously, Vice President Benson spent 11 years in business operations, project management, and government security for a large international manufacturer of computer hardware and software.

Georgean M. Vonheeder-Leopold was reelected to the Board in November 2010 to a term that expires in November 2014. She was appointed to the Board in September 2009 when former Director Thomas W. Ford died, and she previously served on the Board from 1992-2000. Director Vonheeder-Leopold has 18 years experience in public office, having served as a member of the Dublin City Council from 1984-1990 prior to her years of service at the District. She also has served on various city and county commissions as well as a host of nonprofit boards. Director Vonheeder-Leopold has lived in Dublin since 1971. She is an Enrolled Agent with 35 years of experience in tax accounting.

Daniel J. Scannell was first elected to the Board in 2000 and served as President in 2004 and 2009. His current term expires in November 2012. Director Scannell is a Senior Policy Analyst with a firm that contracts with the California Department of Public Health. He has more than 20 years experience analyzing legislative and regulatory issues. Director Scannell received a Bachelor of Arts in political science from the University of California at Berkeley.

Dwight L. (Pat) Howard was first elected to the Board in 2004 and reelected in 2008. His current term expires in November 2012. He is a licensed Professional Engineer with more than 30 years of engineering experience. Director Howard has Bachelor and Master of Science degrees in mechanical engineering from the University of California at Berkeley and a Master of Science in engineering management from Santa Clara University.
