Industrial customers follow these four steps to participate in the DSRSD Pretreatment Program.
- The customer completes an Industrial Wastewater Discharge Permit Application
and submits it to DSRSD.
- DSRSD reviews the permit application and conducts an industrial
waste inspection. - DSRSD issues an Industrial Wastewater Discharge Permit to the customer.
- The customer and DSRSD begin implementing permit provisions, including monitoring industrial waste and submitting reports.

Industrial Wastewater Inspection
After the permit application has been received and reviewed, DSRSD will schedule an industrial waste inspection at the customers facility. An inspection consists of a facility tour and a separate interview to discuss the customers application and its waste-generating processes, water consumption, wastewater composition, and quantities of wastewater flow. A tour of the plant facilities completes the inspection process. Operations that contribute wastes to the sewer system, chemical storage areas, and pretreatment facilities must all be inspected. An important part of the tour is identifying an industrial waste sampling location that will be used both for self-monitoring and Pretreatment Program monitoring. It is the customers responsibility to provide an adequate sampling location in accordance with District requirements. Discharge permit conditions will be based on the inspector's report and the permit application. Industrial Wastewater Discharge Permit The customers Industrial Wastewater Discharge Permit defines maximum concentrations of specific substances allowed in its wastewater discharge. To document compliance, the customer may be asked to keep operation and maintenance logs, monitor discharge quality through periodic sampling and analysis, file compliance certification reports, and develop spill response plans. Some industries may be required to pretreat their wastes in order to comply with these limitations. The DSRSD Pretreatment Program establishes local discharge limits that apply to all permits. For some industries, the EPA may issue national industrial waste categorical standards that could be more stringent than those imposed by the District's Pretreatment Program. In these cases, as required by EPA, the more stringent standards would become part of the customers discharge permit. Industrial Wastewater Fees Businesses participating in the Pretreatment Program pay fees that reflect the staff effort involved in permitting, monitoring, and lab analyses. Other fees may apply as a result of enforcement actions. |
