DSRSD fees are revised annually on July 1 based on changes in the Engineering News Record (ENR) Construction Cost Index and are subject to change at other times.

REGIONAL WASTEWATER FEE INSTALLMENT PROGRAM
 
 

If you are a new affordable residential, commercial, industrial, or institutional customer of DSRSD, a payment program for the regional portion of wastewater capacity reserve fee may be available to you. DSRSD is assisting cities within its service area with their efforts to attract new restaurants, businesses, and affordable housing. New residential, commercial, industrial, and school customers normally must pay a regional sewer capacity reserve fee in advance. This fee varies depending on the amount of wastewater discharged and its strength. The installment payment program spreads payment of the regional fee up to a period of 10 years for those meeting the program's requirements.

To qualify for the program, you must be a new affordable residential, commercial, industrial, or institutional customer of DSRSD. Also, the regional portion of your wastewater capacity reserve fees must be between $25,000 and $100,000. Capacity reserve feees, formerly known as connection fees, are assessed to new customers before approval is granted for construction of new facilities or before allowing connection to the sewer system. Regional fees are based on estimated volume and strength of wastewater discharge. Local fees are based on volume of wastewater discharge.


 
Businesses that participate in the deferred payment program will be required to:
  • Install an individual water meter on the portion of property that is covered under this program, so that interior water consumption may be measured.
  • Provide a 20% down payment of the regional fees, pay an up-front administrative fee of $2,660, and pay 100% of the local fees.
  • Agree to pay the remaining balance in equal monthly installments plus 5% per annum interest for a term not exceeding 10 years.
  • Enter into a standard agreement with the District that will be recorded against the property record of the parcel where the business is to be located. The standard agreement must be signed by the fee title property owner.
