If you are a new affordable residential, commercial, industrial, or institutional customer of DSRSD, a connection fee payment program may be available to you. DSRSD is assisting cities within its service areas with their efforts to attract new restaurants, businesses, and affordable housing. New residential, commercial, industrial, and school customers normally must pay a regional sewer connection fee in advance. This fee varies depending on the amount of wastewater discharged and its strength. The Regional Connection Fee Installment Payment Program spreads the regional connection fee payment up to a period of 10 years for those meeting the program's requirements.

To qualify for the program, you must be a new affordable residential, commercial, industrial, or institutional customer of DSRSD. Also, the regional connection fee portion of your wastewater connection fees must be between $25,000 and $100,000. Wastewater connection fees, which consist of regional and local connection fees, are assessed to new system customers before approval is granted for construction of new facilities or before allowing connection to the sewer system. Regional connection fees are based on estimated volume and strength of wastewater discharge. Local connection fees are based on volume of wastewater discharge.

• Install an individual water meter on the portion of property that is covered under this program, so that interior water consumption may be measured.
• Provide a 20% down payment of the regional connection fee, pay an up-front administrative fee of $2,660, and pay 100% of the local connection fees.
• Agree to pay the remaining balance in equal monthly installments plus 5% per annum interest for a term not exceeding 10 years.
• Enter into a standard agreement with the District that will be recorded against the property record of the parcel where the business is to be located. The standard agreement must be signed by the fee title property owner.
