| REGIONAL
CONNECTION FEE INSTALLMENT PROGRAM |
| |
| If
you are a new Affordable-Residential, Commercial, Industrial,
or Institutional Customer of DSRSD, a new connection
fee payment program may be available to you. DSRSD is
assisting the cities within its service areas with their
efforts to attract new restaurants, businesses, and
affordable housing. New affordable-residential, commercial,
industrial, and school customers must normally pay for
Regional Sewer Connection Fees. This fee can vary depending
on the amount of wastewater discharged and its strength.
The Regional Connection Fee Installment Payment Program
is designed to spread regional connection fee payment
up to a period of 10 years, for those meeting the program's
requirements.
In order to qualify for the program, you must be a new
Affordable-Residential, Commercial, Industrial, or Institutional
Customer of DSRSD. Also, the Regional Connection Fee
portion of your Sewer Connection Fees must be between $25,000 and $100,000.
Sewer Connection Fees, which consist of Regional and
Local Connection Fees, are assessed to new system customers
before approval is granted for construction of new facilities
or before allowing connection into the sewer system.
Regional Connection Fee calculations are based on estimated
volume and strength of wastewater discharge.
Local Connection
Fee calculations are based on volume of wastewater discharge.

| Businesses
that participate in the deferred payment program will
be required to: |
| • |
Install
an individual water meter on the portion of property
that is covered under this program, so that interior
water consumption may be measured. |
|
| • |
Provide
a 20% down payment of the Regional Connection Fee;
pay an up-front administrative fee of $2,630; and
pay 100% of the Local Connection Fees. |
|
| • |
Agree
to pay the remaining balance in equal monthly installments plus 5% per annum interest
for a term not exceeding 10 years. |
|
| • |
Enter
into a standard agreement with the District that
will be recorded against the property record of
the parcel where the business is to be located.
The standard agreement must be signed by the fee
title property owner. |
