Based on a moderate user.Tail face of a silver dollar coin shown cut into two portions.About 37% of your bill is the cost for DSRSD to maintain the system that delivers water to homes and businesses. About 7% of your bill is the cost of debt incurred to build water systems.

BIMONTHLY WATER RATES

You will receive six water bills per year from DSRSD, one every other month. Your bill is a combination of consumption charges (based on the amount of water used) and fixed charges (the same on every bill). Your total bill is the sum of applicable charges in Table A + Table B + Table C.
Water rates increase each year on January 1 based on the year-to-year change in the August Consumer Price Index
(All Urban Consumers for San Francisco-Oakland-San Jose) and any increases adopted by Zone 7 Water Agency, the District’s wholesale water supplier. The Power Charge is adjusted annually to pass through increases in PG&E electricity rates. Rates effective January 1, 2012 are shown below. DSRSD notifies customers at least 30 days before any rate increase takes effect.

DSRSD also notifies customers when rate changes are proposed, as required by Proposition 218. Customers are encouraged to attend public hearings regarding rate changes and submit written comments. For more information on your rights to protest rate changes, see:

Table A – Consumption Charges for the Cost of Water and Power
These volume-based charges cover the cost of potable water purchased from Zone 7, power, and recycled water. The rates DO NOT change during a declared water shortage.

Rate per Unit1
Effective January 1, 2012

Zone 7 Cost of Water (applies to all potable water customers)

$2.27
Power Charge (applies only to service locations where water must be pumped due to elevation) $0.27
Recycled Water (covers production and distribution) $3.09
1 One unit of water = 748 gallons.

Table B – Consumption Charges for Potable Water Distribution
The District charges to distribute water to your address and maintain the water system. When the
District declares a water shortage, rates increase in stages to encourage conservation and recover
revenue needed to operate the water system with declining water sales. A Stage 1 Water Shortage
is currently in effect because water supplies remain restricted.

Residential Rate Examples top

DSRSD has adopted a tiered rate structure that provides economic incentives to use water efficiently. Our water is a scarce resource that is mostly imported from outside the Tri-Valley. Those who use more, pay more. Consumption above Tier 2 is considered excessive. It’s a signal to the customer to take action. Look for leaks, reduce outdoor watering, and take advantage of the rebates DSRSD offers to help permanently reduce your water consumption. For details, visit the Using Water Wisely section of this website.
In the examples below, remember that Fixed Charges are the same each billing period and Consumption Charges are based on the amount of water used.
