Illegal Hook-ups, Water Poaching and Potential Terrorist Threats
Since the wake-up call generated on 9/11/01, the Dublin San Ramon Services District has increased security measures to ensure the safety and security of our water supply and physical assets – hydrants, pump stations, turnouts, pipelines, reservoirs, and treatment facilities. Terrorism may seem a distant threat, but we believe it is critical to be ever vigilant, ever aware of our water supply and illegal access to it.

In order to effectively protect our water supply, we need local members of the community to be vigilant of activity around our hydrants, pump stations, turnouts, pipelines, reservoirs, and treatment facilities. Since it does not take an extreme effort to contaminate the local water supply, we have developed this Alert Notice, to assist our customers in identifying legal and illegal connections to our water hydrants. This notice provides pictures, which show a legal connection to the hydrant (using a construction meter), and an illegal connection (no meter, just a hose). When a person is connected legally to a hydrant, there is no opportunity for them to back-flush something undesirable into the water system, or by-pass the valve. The same is not so for people connected illegally. People who are connected illegally to the meter are either poaching water (stealing), or attempting to bypass the valve and inject something into the water system, and therefore must be stopped.
