DSRSD Uses Reserve Funds for Wastewater Operations
Fund Transfer Keeps Working Capital on Target
At last week’s DSRSD Board meeting, the directors unanimously agreed to use $355,000 in reserve funds for wastewater collection operations. Per its Financial Reserves Policy, the District wants to have at least two months, but not more than six months, of budgeted operating expenses on hand in each of its three enterprises: local wastewater (collection), regional wastewater (treatment), and water service. The smallest of the three, the local wastewater enterprise, had 2.6 months of operating capital available. “We knew the local fund would be running below its target,” said Administrative Services Manager Carol Atwood, “but we also knew that rate increases approved earlier this year will make the fund sustainable in the long run.” The transfer from the reserve fund, known as a rate stabilization fund, restored four months of working capital. The District regularly sets aside reserves so rates can remain stable when operating fund balances temporarily move above or below their targets.
