Recycled Water Plant Upgrades Increase Treatment Capacity and Output

PLEASANTON, Calif.  (August 15, 2018) – Seventy people gathered Wednesday morning to celebrate the completion of the Jeffrey G. Hansen Water Recycling Plant expansion.
Elected officials from the Dublin San Ramon Services District and the East Bay Municipal Utility District, staff from both agencies and the City of Pleasanton, and project contractors joined the event that included a tour of the improvements at the recycled water plant.

The $18.8 million expansion allows the plant to keep up with the growing demand for recycled water. DSRSD and EBMUD partnered to open the plant in 2006 and operate the San Ramon Valley Recycled Water Program; Pleasanton joined the regional water recycling effort in 2014. The three agencies contributed to the plant improvements to increase recycled water production from 9.7 million gallons a day to 16.2 million gallons a day.

“Moving forward, we are excited to offset more potable water use than ever before,” said DSRSD Director Pat Howard, who also serves as Chair on the DSRSD-EBMUD Recycled Water Authority.

The project increased water recycling capacity by adding a pretreatment step between secondary and tertiary treatment. The pretreatment ACTIFLO Turbo system works like a clarifier to improve the water’s turbidity by removing additional particulate matter before it continues on to sand filtration and ultraviolet disinfection. The project also added 10 new ultraviolet modules—used to destroy any bacteria or viruses that might remain in the water—to the existing 60 in order to accommodate the increased flow of recycled water. Additionally, the project increased influent and effluent pumping capacities to match new recycling capacity rates.

The three agencies shared costs for the expansion: DSRSD 46 percent and EBMUD and Pleasanton 27 percent each. The cost proportions mirror how the agencies will share the increased water supply. Helping to offset the local cost, the partnership received a $2.5 million principal forgiveness loan through the California State Water Resources Control Board Clean Water State Revolving Fund and the Environmental Protection Agency’s Green Project Reserve.

Increasing the treatment capacity helps the plant deliver recycled water to large customers—sports grounds, roadway medians, school grounds, and golf courses—while saving drinking water. DSRSD managed the project and construction, with contractors: C. Overaa and Company (Richmond, Calif.) as general contractor, the Covello Group (Walnut Creek, Calif.) for construction management and inspection, Carollo Engineers (Walnut Creek, Calif.) for design and engineering support, and West Yost Associates (Walnut Creek, Calif.) for grant funding support. DSRSD operations and engineering staff worked together to determine the best way to take any equipment offline during construction in order to minimize impacts to the production of recycled water.

Since project completion, plant operators have already worked to increase the output of recycled water to 12.3 million gallons a day. A large reserve of recycled water is especially important in hot and dry summer months—the plant recycled more than 90 percent of treated wastewater during June, July, and August 2017. In fact, for a 10-day period, the facility managed to recycle every drop of wastewater coming into the treatment plant into irrigation water.
