Oppose Water Tax, Senate Bill 845

A pen and glasses sit on top of a tax form.Dublin San Ramon Services District (DSRSD) urges the Legislature to reject SB 845, which would require water agencies to add an optional tax, with an opt-out feature, to your water bill, increasing your water costs. All these funds would go to Sacramento for a new Safe and Affordable Drinking Water Fund. Well intended, this method is fraught with problems. The solution is simple. Let the Franchise Tax Board collect the voluntary donations on your annual state 540 tax form as an opt-in. That’s their job, and they can do so at a much lower cost.

And why do they need a new water tax when there is already money to fund water for disadvantaged communities? In June, California voters approved Prop 68 with $250 million for safe drinking water for disadvantaged communities, and the Budget Conference Committee set aside $23.5 million General Fund dollars for safe drinking water. The water tax, SB 845, is a last-minute attempt to turn water agencies into tax collectors for the state. DSRSD says no thank you!
