If you wish to pull a Limited Construction Permit (LCP) for emergency repairs, please download our LCP Application Form, fill it out, and email the form to PlanSubmittals@dsrsd.com. Credit cards are encouraged for LCP payments to expedite processing, or you can mail us a check. Permits paid by check may take up to a week to process.
Credit card payments must be paid through Paymentus. Please note that there is a $3.50 service charge on top of the payment. Follow these instructions for payment process.

We are currently located at 7035 Commerce Circle, Pleasanton during the business hours of 8:00 a.m. to 5:00 p.m., with the exception of weekends and holidays. For assistance, please ring the door bell and speak to the receptionist. Our staff will be able to provide full services, including acceptance of plan submittals, requests for information, issuance of permits and fee invoices, collection of fee payments, and sale of Recycled Water signs. At this time, our staff can only accept checks. It is encouraged for you to call in advance to confirm that you need to visit in person. Often questions can be answered over the phone, and plans submitted via email.
Appointments: Please call ahead to make an appointment if you wish to discuss your project at length with our staff. Our main number is (925) 828-0515. Press 2 for Departments and 1 to reach the Engineering Department. Ask to speak with a member of the Planning and Permitting staff to make an appointment.
Hydrant MetersHydrant meters must be rented at the DSRSD Field Operations Facility, 7035 Commerce Circle, Pleasanton between the hours of 8am - 5pm. Please email email@example.com or call 925-828-8524 in advance to coordinate with staff. We apologize for any inconvenience this may cause.

Submit Plans for Review
Electronic Plans: Email electronic plans (or links to your plans) to PlanSubmittals@dsrsd.com. This is the only address now used for official electronic plan submittal. Planning & Permitting staff check this account daily and will reply to your email to confirm that we have received your plans and entered your project into the queue for review. Typical turnaround time for review is 15 business days. Plans emailed to individual staff are no longer accepted as official submittals.
Paper Plans: Bring your plans to the Permitting Counter between 8 a.m. and 5 p.m., Monday to Friday.
Fees for Plan Review: In accordance with the District Code, the cost of the first two project submittals are included in the initial project planning and review fees; subsequent submittals will be billed based on District cost. Official submittals are determined by staff.

Request Information on DSRSD Infrastructure
To request information about existing DSRSD water and wastewater infrastructure, please email PlanSubmittals@dsrsd.com. Staff will send you a form to fill out for official requests.
Water Pressure (Fireflow) Requests
To request information about water pressure at a specific location for construction or fireflow purposes, please email PlanSubmittals@dsrsd.com. For commercial projects, the request should include a specific address. For residential projects, the request must include a specific address and/or lot number. Turnaround time is five (5) business days.
