Jan Lee, General Manager
Jan Lee was appointed to serve as the General Manager of the Dublin San Ramon Services District in 2023. She has more than 28 years of utility experience, which includes implementing numerous water, wastewater, and recycled water projects and leading strategic planning, financial management, and organizational efforts.
As the District’s chief executive officer, Jan oversees the business of the District and balances addressing critical infrastructure needs with long-term financial stability and sustainability. She is a strong advocate for workforce development programs and investing in the next generation of industry leaders.
Before her role as General Manager, Jan was the District’s Assistant General Manager and also served as the DSRSD-EBMUD Recycled Water Authority (DERWA) Authority Manager. Ms. Lee holds a Bachelor of Science in Civil and Environmental Engineering from the University of California, Davis, and is a licensed professional engineer.
Jonathan Wunderlich, Assistant General Manager - Finance and Administration

Jonathan “Jon” Wunderlich was appointed as the Assistant General Manager – Finance & Administration in March 2026. Jon is responsible for overseeing the Finance and Administrative Services Departments, including Finance, Human Resources & Risk Management, Public Affairs, Information Technology, Safety, Security, and Emergency Preparedness, and the legislative affairs functions for the District.
Mr. Wunderlich is an experienced finance and administrative leader with a strong background in public sector operations. Prior to joining the District, he served as the Director of Finance & Administration for the Alameda County Water District, where he oversaw a 42-person multidisciplinary team and led financial planning, rate setting, customer service, contracting, and human resources initiatives. Mr. Wunderlich holds a Master’s in Public Policy and a Bachelor’s in Economics from Brigham Young University.
Steve Delight, Engineering Director

Steve Delight is responsible for planning, permitting, and capital improvements for the District. He was appointed Engineering Director and District Engineer in 2022.
Previously, he was a Principal Engineer and supervisor of the District’s Capital Improvement Program Division. He joined DSRSD in 2000 after graduating with a Bachelor of Science in Civil Engineering from California State University, Chico. Subsequently, Mr. Delight earned a Master of Science in Civil Engineering from San Jose State University. He is a licensed professional engineer (PE) in California.
Jayden Sangha, Finance Director

Jayden Sangha was appointed as the Finance Director in March 2026. Mr. Sangha directly oversees the Finance Department, including the Finance Administration, Accounting, and Utility Billing Customer Services divisions.
Mr. Sangha is a seasoned finance executive with leadership experience across public transportation agencies, municipal government, and utilities. Prior to joining the District, he served as Controller for the Santa Clara Valley Transportation Authority, where he oversaw a $640 million operating budget, a $12.5 billion capital plan, major treasury functions, long range financial planning, and cross departmental strategic initiatives. He holds an Master’s of Business Administration in Analytical Finance and a Bachelor’s in Finance and Business Administration and previously taught finance courses as an adjunct professor.
Dan Gill, Operations Director

Dan Gill was appointed as the Operations Director in November 2023. Mr. Gill directly oversees the District’s operations in potable water distribution, recycled water production and distribution, wastewater treatment and disposal, as well as regulatory compliance.
He joined the District with over fifteen years of water industry experience in the Bay Area. Mr. Gill previously served as Maintenance Superintendent and Chief Operator of the water treatment division for East Bay Municipal Utilities District (EBMUD), among other roles. Mr. Gill is also a veteran with five years of service in the U.S. Army. He holds a Masters of Public Administration from CSU East Bay.
Kristy Fournier, Deputy Director of Operations - Regulatory
Kristy Fournier was appointed as the Deputy Director of Operations – Regulatory in October 2025. Ms. Fournier oversees all regulatory and environmental functions, manages the District’s laboratory operations, engages in key industry regulatory and legislative efforts, and serves as a strategic advisor to senior management and the General Manager.
Prior to her role as the Deputy Director of Operations – Regulatory, Ms. Fournier served as the District’s Laboratory and Environmental Compliance Manager. Ms. Fournier has over 18 years of water industry experience and has been the District's subject matter expert (SME) on PFAS regulatory developments and drinking water regulations, including serving on industry committees to stay informed of legislative and regulatory changes that impact the District’s water, recycled water, wastewater and biosolids operations. Ms. Fournier holds a Bachelor’s in Microbiology from UC Davis.
Corinne Ferreyra, Special Assistant to the General Manager
Corinne Ferreyra was appointed as the Special Assistant to the General Manager in February 2026. Ms. Ferreyra oversees the District’s Asset Management Program and division, oversees and tracks progress on the District’s five-year Strategic Plan, leads several interagency efforts, and supports the General Manager in developing and reviewing Board materials.
Prior to her role as the Special Assistant to the General Manager, Ms. Ferreyra served as the District’s Senior Management Analyst for the Operations Department and the Management Analyst for the Engineering Department. With her 19 years of public sector experience, including 8 years at the District, Ms. Ferreyra has served as the key stakeholder or project manager for several District-wide projects and is a strong leader who combines exceptional communication skills with strong technical expertise. She holds a Bachelor’s in Environmental Science and Policy from UC Davis.
