Public Records Act Requests
The District provides access to public records to comply with the California Public Records Act (California Government Code Section 7920 et seq.) and other laws, and to be open and transparent.
Anyone may ask to inspect or obtain copies of public records in the District’s possession. Requests should be for a specific, identifiable document. Staff cannot process vague or general requests for information, but can help you clarify your request.
The District Secretary is responsible for receiving and responding to requests for public records and can respond to your request most efficiently when contacted through one of these methods:

If your request is regarding information on DSRSD infrastructure, including utility maps, permits, plans, and water pressure requests, you must submit the request through the District's website for Citizen Self Service. For questions about a request, or other services provided by the Engineering Department, you may contact Engineering Department staff at (925) 828-0515 or by email at plansubmittals@dsrsd.com.
The District will respond within 10 days to provide a status of a public records request, or advise you in writing of any exemption from disclosure or delay in providing the information and when it will be made available.
The cost for duplication of paper records is $0.15 per page. Fees for copies of public records are explained in District Code Chapter 1.40 Public Records. In accordance with California Government Code Section 7922.575, the District may charge for the cost of programming and computer services necessary to produce requested electronic records.
