Understanding Your Bill

Dublin San Ramon Services District (DSRSD) customers are billed every two months (about every 60 days) on approximately the 1st or 15th of the month.

Your bimonthly bill is due upon receipt. A late fee may be charged if payment is not posted by the due date. Continued delinquency will result in the discontinuation of service. Disconnect/reconnect fees will be charged, and a deposit may be required to reinstate service.

Overview of Charges

Many charges on your Dublin San Ramon Services District (DSRSD) bill are based on your property's water usage. DSRSD measures water usage in hundred cubic feet (CCF). One CCF is equal to 748 gallons of water.

Dublin San Ramon Services District (DSRSD) Charges

Fixed Meter Charge

To provide the year-round revenue needed to operate and maintain the water system, each customer pays a flat service charge based on meter size.

DSRSD Water Consumption Charge

DSRSD charges to deliver water to your address and to maintain the water system. This charge is based on the amount of water used during the two-month billing period.

DSRSD Potable Irrig Cons Charge

This charge applies only to customers with a separate dedicated potable irrigation meter, typically found in commercial or industrial properties. This charge is based on the amount of water used during the two-month billing period.

Recycled Water Consumption Charge

This rate covers recycled water production and distribution for properties that irrigate with recycled water. This charge is based on the amount of recycled water used during the two-month billing period.

Power Charge for Pumping

This flat charge applies to service locations where water must be pumped due to elevation.

Sewer Charges

Most residential properties are billed for sewer service once a year on property tax bills. Look under Assessments for: "DSRSD SEWER SVC". However, newly constructed homes may be billed bimonthly until the next tax bill.

Zone 7 Water Agency Wholesale Pass-Through Charges

Zone 7 Water Agency (Zone 7) is the Tri-Valley's wholesale water supplier. Dublin San Ramon Services District (DSRSD) purchases all of its potable water supply from Zone 7. Similar to DSRSD's water rates, Zone 7's wholesale rates are comprised of fixed and variable charges, typically adjusted January 1 of each year by the Zone 7 Board of Directors.

Zone 7 Fixed Water Service Charge

Each potable water customer pays a fixed cost based on meter size. This charge is designed to collect 30% of the Zone 7 fixed charge to DSRSD to ensure revenue stability.

Zone 7 Cost of Water

This charge is based on the amount of water used during the two-month billing period.

Late Fees and Property Tax Liens

Please Note: Property owners are always responsible for unpaid water and wastewater bills if they are not paid by tenants. 

If a bill is not paid by the due date, a 10% late fee will be added. If the bill is still unpaid after 30 days, an extra 1% per month will be charged on the past due balance. 

If your account becomes past due, Dublin San Ramon Services District (DSRSD) will send you a Late Payment Notice, giving you 23 days to pay. DSRSD will also try to call you. Customers who are contacted may request a payment plan, a temporary delay, or another schedule to pay off the balance within 12 months. Special arrangements may also be made for medical or financial hardship. 

If the balance is not paid, a Final Notice will be mailed. Payment must be made within 7 days of the Final Notice. If payment is not received, water service may be shut off without further warning. 

Accounts that are more than 90 days past due may be added to the property tax bill. Each year, the District sends letters to property owners about unpaid balances and the District's plan to collect through property taxes. Delinquent charges may also include interest and a $25 lien processing fee. 

Because water and sewer charges are tied to the property, any unpaid amount may become a lien on the property and collected through property taxes (CA Government Code Section 61115(b)). If the charges were created before you owned the property, please contact Customer Service for help. Owners may also request to be copied on tenant bills or receive delinquent notices. 

Discontinuation of Water Service Policy

Water service may be discontinued for nonpayment of water charges in accordance with the District’s Discontinuation of Residential Water Service for Nonpayment policy.

Water Meter Information

Water meters are the property of Dublin San Ramon Services District (DSRSD) and must be accessible to our employees at all times. Keep vegetation trimmed and do not construct anything near the meter. Please do not shut off your water at the meter box or tamper with the meter. If you or your designee damage the meter, you will be billed for repairs.

Leak Adjustments

Leak adjustments may be granted for excess consumption due to leaks on the customer side of the meter. Approval is based upon certain conditions; the maximum credit allowed is $1,000 per three-year period.
