Capacity Charges for Water Service
DSRSD Water Capacity Charges
Dublin San Ramon Services District (DSRSD) provides potable and recycled water distribution services for Dublin. New connections represent an increase in demand for water distribution services. District Code requires that this demand be assessed in the form of a capacity charge payable to DSRSD. Customers are purchasing capacity in the DSRSD water distribution system. Fees are based on meter size. 5/8" equivalence is equal to 10 gallons per minute (GPM).

Zone 7 Water Connection Fees
Alameda County Flood Control and Water Conservation District, Zone 7 provides potable water treatment services for Dublin. Zone 7 delivers treated potable water to DSRSD’s water distribution system for distribution to consumers. New connections represent an increase in demand for water treatment services. Zone 7 Code requires that this demand be assessed in the form of a Zone 7 water connection fee. Water capacity reserve fees and Zone 7 Water connection fees shall be paid within 30 calendar days before installation of a new or larger water meter. Fees are based on meter size.
Note: Meters 3" and up: Zone 7 determines fees using the fee factor for the Maximum Rate for Continuous Operation. See the Zone 7 website.

Capacity Charges for Wastewater Service
DSRSD provides wastewater collection and treatment services for Dublin. New connections represent an increase in demand for these services. Capacity charges are assessed to new customers before approval is granted for the construction of new facilities or before allowing connection to the DSRSD wastewater collection system (sewer). Regional fees (for wastewater treatment) are based on the estimated volume and strength of wastewater discharge. Local fees (for wastewater collection) are based on the volume of wastewater discharge.

Regional Wastewater Fee Installment Program
DSRSD is assisting the cities in its service area with their efforts to attract new restaurants, businesses, and affordable housing. Normally, these new customers must pay a regional wastewater capacity reserve fee in advance. DSRSD offers an installment program that spreads the payment of this fee over a period of up to 10 years.
To qualify for the program, you must be a new affordable residential, commercial, industrial, or institutional customer of DSRSD. Also, the regional portion of your wastewater capacity charges must be between 2-10 Dwelling Unit Equivalents (DUEs).
Businesses that participate in the deferred payment program will be required to:
- Install an individual water meter on the portion of the property that is covered under this program, so that interior water consumption may be measured.
- Provide a 20% down payment of the regional fee, pay an up-front administrative fee (see the Miscellaneous Fees Page, Engineering Fees), and pay 100% of the local fees.
- Agree to pay the remaining balance in equal monthly installments plus 5% per annum interest for a term not exceeding 10 years.
- Enter into a standard agreement with the District that will be recorded against the property record of the parcel where the business is to be located. The standard agreement must be signed by the fee title property owner.
